The Supreme Court on 14/12/2010 gave an important clarification that will enable Medical Council of India (MCI) to go ahead with its plan to hold a single common entrance test (CET) for MBBS and post-graduation seats in all government and private medical colleges from next year, that is the 2011-12 academic session.

The bench clarified that "pendency of petitions will not stand in the way of MCI notifying the new regulations (proposing single CET) and others from challenging the notification (subsequently)".

This clarification will allow MCI to notify its regulations envisaging single CET for MBBS and PG courses in all medical colleges from 2011.

Once MCI issues the notification, there will be a single entrance examination each for MBBS and MD courses offered by all 271 medical colleges, 138 run by governments and 133 under private management. These colleges offer over 31,000 seats for MBBS courses and another 11,000 seats for PG degrees.

Addressing the concern of state governments afraid of losing their quota in state medical colleges, MCI clarified that state quota would remain intact as `National Eligibility-cum-Entrance Test' (NEET) would draw up a national merit list as well as state-wise ranking list for general category, SC, ST and OBC as well as physically challenged persons.

The MCI proposal had said, "In order to be eligible for admissions to MBBS courses for a particular academic year, it shall be necessary for a candidate to obtain minimum 50% marks in each paper of NEET held for the said academic year. However, in respect of candidates belonging to SC, ST and OBC, the minimum percentage of marks shall be 40% in each paper and for candidates with locomotory disability of lower limbs, it would be 45% in each paper."

Single entrance test for MBBS from 2011

There will be only one common entrance test each for over 30,000 MBBS seats and over 11,000 MD seats in all government and medical colleges in the country from 2011.

This important decision, taken by the Medical Council of India and accepted by the Union ministry of health, was conveyed to the Supreme Court, bringing huge relief to lakhs of aspiring doctors.

Earlier, students wanting to take up courses in medicine had to appear in at least five to six entrance tests for various colleges and worry about attendant problems like clash of exam dates as well as travel to distant places for counselling for allotment of seats.

But from 2011, there will be just one entrance test each for MBBS and MD courses offered by all 271 medical colleges, 138 government-run and 133 under private management. These colleges together offer over 31,000 seats for MBBS courses and another 11,000 for PG.

Asso-CET is conducted by the Association of Management of Unaided Private Medical and Dental Colleges (AMUPMDC) for the students seeking admission in BDS/OT/BHMS/MBBS/BDS/BHMS/BAMS/Nursing courses in private dental and medical colleges in Maharashtra. Most of the private dental and medical colleges working under AMUPMDC are either approved by Dental Council of India or Medical Council of India. Asso-CET 2010 will be held on 30th May, 2010.

Eligibility:
The candidates willing to sit for the entrance test should be born on or before 1.1.94.
The candidates are required to secure at least 50% marks in their HSC or equivalent examination with English, Biology, Physics and Chemistry in their list of subjects.
The students appearing for HSC or equivalent in the present year are also allowed to sit for the entrance examination.

Asso-Cet Pattern
he entrance test consists of two hundred multiple choice questions (Physics and Chemistry papers will have 50 questions each and Biology 100 questions).
1 mark is allotted for each correct answer
There is no negative marking
The entire examination is conducted in English
The Asso CET-2010 syllabus is same as the syllabus of HSC board Maharashtra academic year 2009-10
Asso-CET Application Forms:
The application form and required application brochure can be collected from the private dental and medical colleges of the state. The students can also obtain the forms from the other notified centers mentioned by AMUPMDC.

Asso CET-2010 will be conducted at seventeen different centers in Maharashtra selected by the management. The examination centers in Maharashtra are Navi Mumbai, Nanded, Mumbai, Pune, Nashik, Ahmednagar, Thane, Dhule, Solapur, Aurangabad, Latur, Sangli, Jalgaon, Akola, Nagpur, Kolhapur and Amravati. Another ten centers will be there outside the state of Maharashtra (Chandigarh, Indore, Delhi, Jaipur, Noida, Hyderabad, kolkata, Bhopal, Bangalore and Ahmedabad).

Government of Maharashtra shall conduct a single Combined "Common Entrance Test” MHT-CET-2009 for all Health Sciences, Engineering and Pharmacy degree courses for the academic year 2009-2010. The Entrance Test will be held on Thursday, 7th May 2009. Govt of Maharashtra has appointed Director, Medical Education and Research, Mumbai as “The Competent Authority for the MHT-CET-2009”. The merit list of the above said examination will be utilized for admission in:

(1) Government/Municipal Corp/ Government Aided Colleges of Health Sciences degree courses.

(2) Government/Government Aided/University Managed Colleges/University Departments/ Autonomous Institutions/ Institute of Chemical Technology, Mumbai (U.I.C.T.) and Unaided Private Colleges (those colleges who have given consent to participate in MHT-CET-2009) of Engineering & Pharmacy degree courses.

(3) BVSc & AH degree course.

For selection process there will be separate Competent Authorities. For selection to Health Science degree courses, The Director, Medical Education and Research (DMER), Mumbai is the Competent Education (DTE), Mumbai will be the competent authority. The authority for selection to BVSc & AH degree course is The Registrar, Maharashtra Animal and Fisheries Science University, Nagpur.

The qualifying examination for appearing at MHT-CET-2009 is HSC (12th standard) or equivalent examination with the conditions for eligibility as defined in the respective brochure(s). Candidates should give their requirement of application form on or before 25/02/2009, to their college/school where they are studying 12th Standard. Those candidates who have passed their qualifying examination i.e. 12th standard examination earlier i.e. in 2008 or before and desire to appear for the MHT-CET 2009 should also give their requirement on or before 25/02/2009 to their respective college/school (from where they have passed the 12th standard).

A single application form and three brochures (Health Sciences, Engineering and Pharmacy) will be made available from 13/03/2009. The schedule and place of receiving and submission of application form is as per following:

Sale of Application form with information brochures and submission of application form: At respective Jr College/High School, At Divisional Authorities (For candidates who have appeared/passed HSC (12th standard) or equivalent examination from outside Maharashtra): 13/03/2009 to 25/03/2009

All the three brochures (health science, engineering and pharmacy) are available on the websites of DMER (www.dmer.org) and DTE (www.dte.org.in/fe2009 and www.dte.org.in/ph2009). The cost of the application form along with the three information brochures of MHT-CET-2009 and examination fee is Rs. 700/- for open category and all outside maharashtra candidates and Rs. 500/- for constitutionally reserved category candidates (belonging to maharashtra state only). This amount is not refundable.

All candidates who for any reason whatsoever are not able to receive application forms through the school/Jr college should collect it from office of Divisional authority of his/her area by giving a DD in favour of “Competent-Authority, MH-CET, Mumbai” payable at Mumbai worth Rs. 700/- for open category and all outside maharashtra candidates and Rs. 500/- for constitutionally reserved category candidates (belonging to maharashtra state only) on any nationalized/scheduled commercial bank, but he/she has to submit it through his/her school/junior college (from where he/she studied 12th std.)

Important note only for engineering & Pharmacy degree courses
1. Outside maharashtra state (OMS) candidates are permitted to appear for the MHT-CET 2009 in order to become eligible for admission to first year of:
● Four year full time degree courses in engineering/technology in *Unaided private institutes who have given consent to participate in MHT-CET 2009
● Four year full time degree course in pharmacy in Unaided private institute who have given consent to participate in MHT-CET 2009

Note: (i) *Eligible OMS candidates who are appearing for MHT-CET-2009 and seeking admission to engineering degree courses shall be considered eligible for admission against the institute level seats and the seats remaining vacant after completion of CAP, only in Unaided Private Colleges.

(ii) Eligible OMS candidates who are appearing for MHT-CET-2009 and seeking admission to Pharmacy Degree course shall be considered eligible for admission during the Centralized Admission Process (CAP) rounds. Such candidate may also apply for admission against the institute level seats and the seats remaining vacant after completion of CAP in Unaided Private Colleges.

2. Following type of candidates are exempted from appearing for MHT-CET-2009 examination for admission to Engineering/Technology courses:
(i) Foreign National/Foreign student/Person of Indian Origin (PIO)/Children of Indian workers in the Gulf countries/Children of NRI
(ii) Government of India Nominess
(iii) Jammu & Kashmir migrant candidates

3. Following type of candidates are exempted from appearing for MHT-CET-2009 examination for admission to Pharmacy course:
● Foreign National/Foreign student/PIO/Children of Indian workers in the Gulf countries/Children of NRI
● G.O.I. Nominees and Jammu & Kashmir migrant candidates are exempted from appearing for the MHT-CET-2009 conducted by the Competent Authority of Govt of Mahrashtra, subject to the approval from the Ministry of Human Resource Development, New Delhi, for filling of the seats over & above the sanctioned intake. However, if the approval is not received before 30/06/2009, these candidates will be treated at par with OMS candidates and hence they are advised to appear for MHT-CET-2009.

4. Candidates who are eligible to apply against the provision of Jammu & Kashmir Migrant candidate as well as the Maharahstra State candidate are entitled to claim only one type of seat i.e either maharashtra state seat or J&K migrant seat for admission to engineering/ Technology/Pharmacy degree courses. Further if the candidate opts for maharashtra state candidature than he/she has to appear for the MHT-CET-2009.

5. Separate notifications for the following types of candidates regarding the schedule of Admission process will be issued by the Directorate of Technical Education, Maharashtra State, Mumbai, in the month of May/June 2009.

● AIEEE qualified candidates seeking admission to engineering/technology degree courses in Unaided Institutes who have given consent to participate in CAP.
● J&K migrant candidates

MBBS in Russia/China

In an effort to compete with medical schools in the United States, United Kingdom, Canada and Australia, Russian medical schools have recently been targeting Indian students through regional recruitment fairs and the five regional offices of the Russian Education Foundation, in a campaign to lure them with cheap fees.

Admissions to Russian universities has picked up after a six-year low following the amendment of the Indian Medical Council Act in March 2002.The act states that Indian students can seek admission to any state university in Russia listed in the directory of medical schools of the World Health Organization. Previously, only 11 universities offering bachelor of medicine/bachelor of surgery (MBBS) degree were recognized by the Indian government.

Fees for MBBS courses in Russia run from US$2,000 to US$3,000 depending on the institution. Only “leading” universities offer instruction in English.The Degree is recognised by WHO and the MBBS graduate can practice in India after clearing screening test by Medical Council of India.Fees in Medical Universities of China are almost same.

The move, which is a partial replication of the system followed by the Karnataka government in the conduct of the CET there, would enable students to make a fair assessment of how they performed in the exam even before the results are out.
The DMER is the competent authority for the combined entrance exam that annually draws more than two lakh engineering, medical and pharmacy degree course aspirants from across Maharashtra and outside the state. Last year, 56,881 engineering seats, 3,785 medical and 3,935 pharmacy seats were up for grabs.

In Karnataka, the CET candidates are allowed to carry a replica of the optical mark reader (OMR) answer sheet after writing their test. To facilitate this, the OMR answer sheet comprises two sheets. The top sheet is used for marking correct answers and later scanning and evaluation while the bottom sheet is returned to the candidate after the test.

The Karnataka Examination Authority (KEA) posts the answer key within seven days of the exam to enable the candidates cross-check their answers and make an assessment of where they have stood. In case of any objection raised by either candidates, parents or lecturers, the same are entertained within three days of releasing the answer key and an expert committee takes the final call.

ELIGIBILITY CRITERIA:
(i) He/She has completed age of 17 years at the time of admission or will
complete the age on or before 31st December of the year of his/her
admission to the 1st year M.B.B.S./B.D.S. Course and is an INDIAN
NATIONAL.
(ii) The upper age limit for All India Pre-Medical /Pre-Dental Entrance
Examination is 25 years as on 31st December of the year of the entrance
examination. Further provided that this upper age limit shall be relaxed by
a period of 5 (five) years for the candidates of Scheduled Castes/Schedule
Tribes/Other Backward Classes.
(iii) The number of attempts which a candidate can avail at All India Pre-
Medical/Pre-Dental Entrance Examination shall be limited to 3 (three)
uniformly for all the candidates.
(iv) The candidate must have passed in the subjects of Physics, Chemistry,
Biology and English individually and must have obtained a minimum of
50% marks taken together in Physics, Chemistry and Biology at the
qualifying examination. In respect of candidates belonging to Scheduled
Caste/Scheduled Tribes or Other Backward Classes the marks obtained in
Physics, Chemistry and Biology taken together in qualifying examination
be 40% instead of 50% for General Candidates. Those who are taking
plus two examination in 2009 can also appear for the entrance test
provisionally subject to their fulfilling the conditions later.
(v) 15% seats for SC candidates and 7.5% seats for ST candidates are
reserved in 15% All India Quota for MBBS/BDS courses. The reservation
will be made as per the 2200 point reservation roster.
Further, in pursuance of the Hon’ble Supreme Court order dated 10-04-
2008 and according to the instructions issued by the Ministry of Human
Resource Development vide O.M No.1-1-2005-UIA/847 dated 20-04-
2008 it has been decided to implement OBC reservation in phased manner
on the pro-rata basis in respect of seats being contributed to the All India
Quota by the Central Education Institutions only.
A candidate can apply for the All India Pre-Medical/Pre-Dental Entrance
Examination in any of the following two ways:-

Offline submission of Application Form may be made on the prescribed
Application Form. The Information Bulletin and Application Form costing
Rs.600/- (including Rs.100/- as counselling fee) for General & OBC Category
Candidates and Rs.350/- (including Rs.100/- as counselling fee) for SC/ST
Category Candidates inclusive of counseling fee can be obtained against Cash
Payment between 22-10-2008 to 01-12-2008 from any of the branches of Canara
Bank/ Regional Offices of the CBSE as mentioned below.

Online submission of application may be made by accessing the Board’s website
www.aipmt.nic.in from 22-10-2008 (10.00 A.M.) to 01-12-2008 (5.00 P.M.).
Candidates are required to take a print of the Online Application after successful
submission of data. The print out of the computer generated application,
complete in all respect as applicable for Offline submission should be sent to
the Deputy Secretary (AIPMT), Central Board of Secondary Education, Shiksha
Kendra, 2, Community Centre, Preet Vihar, Delhi-110 301 by Speed
Post/Registered Post only. Fee of Rs.600/-(including Rs.100/- as counseling fee)

A total seven common entrance tests (CETs) of significance for students in Maharashtra after their H.S.C. examination are lined up within a span of 55 days — between April 6 and June 1.It includes MHT-CET-2008.
In fact, the prestigious Armed Forces Medical College’s (AFMC) all-India entrance exam as well as the Association of Managements of Private Unaided Medical and Dental Colleges’ ‘ASSO CET 2008’ are scheduled for the same day on May 4.
To the relief of the students, the timings of these two exams are not clashing and are spread over morning and afternoon sessions.
The AFMC will be filling up 130 seats (105 boys and 25 girls) through the all-India entrance exam, which is regarded as the toughest of the CETs.
The ASSO CET 2008 is expected to draw a much larger number of students considering that the exam is the gateway to 5,975 health science courses seats at 110 private unaided colleges across Maharashtra. This includes 970 seats at 10 unaided medical and 1,630 seats at 19 dental colleges. The rest are for courses in Ayurveda, physiotherapy, occupational medicine and nursing.

About MHT-CET exam

The entrance examination for the selection to all Health Science Courses Pharmacy degree courses in state of Maharashtra for the academic year 2008-2009 shall be conducted by the competent Authority appointed by Government of Maharashtra. The entrance –examination shall be conducted for the seat at all Government /Municipal corporation and Government aided Health Science institutions.

Date of Form and Place of Purchase:
The single Application form and three information Brochures for MHT-CET 2008 (Health Sciences, Engineering and Pharmacy) will be available at Junior College/High school where student has given his/her requisition.

Prescribed application forms as per the requirement shall be obtained by Head Master/ Principal of the college where candidate is studying.Duly filled application form should be submitted by the candidate to the same Junior College/ School on or before prescribed date.

Syllabus

Syllabus of Physics , Chemistry, Biology for the MHT-CET -2008 will be the same as for the current year for HSC Examination of HSC Boards of Maharashtra.

Examination Centres: The MHT – CET – 2008 will be conducted at all the district head quarters of the State of Maharashtra. The MHT-CET examination center will be within the same district from where the candidate has passed/ is appearing at the qualifying examination i.e. HSC/12th Standard examination.

Eligibility:
Passed the SSC (Std. X) & HSC (Std. XII) examination of Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent examination with English as one of the subjects and Physics, Chemistry and Biology as the compulsory subjects.

A candidate belonging to open Category must have obtained not less than 50% (i.e. 150 out of 300) marks in Physics, Chemistry and Biology taken together at the HSC Examination. A candidate belonging to backward class must have obtained not less than 40 % (i.e. 120 out of 300) marks in physics. Chemistry and Biology taken together at the HSC (or equivalent) Examination.

Age Limit: The candidate must be an Indian National , born on before 1st January 1992 to be eligible to appear for MHT-CET-2008.

Common Entrance Test (Asso-CET-2007) will be held on Sunday 15th May 2007 for the academic year 2007-2008 for admission to MBBS, BDS, BAMS, BHMS, BPTh, BOTh & BSc-Nursing courses in the State of Maharashtra.
Application forms and information brochure for Asso CET-2007 for admission to 1st year MBBS, BDS, BAMS, BHMS, BPTh, BOTh and BSc-Nursing courses will be available at all the Private Medical and Dental Colleges and other notified centers given below from 12th March 2007 to 12th April 2007 on payment of Rs. 500/- by DD. Application forms will also be available from AMUPMDC office by post with an additional DD of Rs. 100/- for postal charges. Application Forms will also be available from selected centres of Punjab National Bank on Paymant of Rs 500/- in Cash. The Fee for Examination is Rs. 1,500/- payable by DD. All DD's are to be drawn in favour of "AMUPMDC" and payable at Mumbai.

All the health Science Colleges are affiliated to Maharastra University of Health Sciences, Nashik. All the Medical Colleges are approved by Medcial Council of India, Dental Colleges by Dental Council of India and other Helth Science Colleges by their respective Central Councils.
Examination Center: Asso CET-2007 will be conducted at 18 centres in Maharashtra (viz. Mumbai, Navi Mumbai, Thane, Pune, Nashik, Dhule, Jalgaon, Aurangabad, Ahmednagar, Satara, Sangli, Kolhapur, Solapur, Latur, Akola, Nanded, Amravati and Nagpur), 7 Centres outside Maharashtra state (viz. Delhi, Noida, Jaipur, Ahmedabad, Indore, Kolkata, Hyderabad).

The rights to increase or delete Examination Centres rest with the Competent Authority.

Eligiblity Criteria: (1) Candidate must be born on or before 1st Jan. 1991, (2) Candidate must have passed HSC (10+2 or equivalent) with Physics, Chemistry, Biology & English, (3) Candidates appearing for HSC (10+2)/equivalent examination in March 2007 are also eligible to appear for Asso CET-2007, however, the candidate must fulfill the eligibility conditions.
